Chapter 263 printed p.21 has headings for “Functional Relationships” and “Functional Diagram” but no traced diagram. These drawings are therefore planning templates assembled from the PACT Space Module Design Guide (dgPACT), Chapter 263 room/quantity authority, and PrototypeCBOC composition precedents—not fabricated 1:1 Chapter 263 plates. The big-to-little translation is explicit: building composition → PACT module and circulation → department / functional-area / room semantics.
